Russian and International Human Rights Groups Launch ‘Keep Hope Alive’ Campaign

A coalition of Russian and international LGBT and human rights groups has today (August 28) launched the new global campaign, Keep Hope Alive, which highlights escalating and systematic clampdowns on civil society and rising abuses of human rights in Russia. Campaigners are calling on LGBT communities, as well as those concerned with global social justice in general, the world over, to place pressure on their government leaders to take decisive action at the G20 meeting in St. Petersburg, which will take place on September 5-6.

In contrast to some international campaigns which have been launched in the wake of the passing of Russia’s controversial ‘homosexual propaganda’ law (June 29), the campaign situates LGBT rights clampdowns in the broader context of a generalised assault on civil liberties and basic freedoms, taking place in contemporary Russia.
Organisers advise in a press release, published today (reproduced in full below): ‘Since Putin’s return to the presidency in 2012, the Russian government has unleashed a crackdown on civil society, targeting in particular human rights defenders protecting the rights of minority groups. A series of discriminatory and restrictive laws have been introduced which significantly restrict civil society organisations and threatens their existence, such as the treason law, ‘foreign agent’ law, Dima Yakovlev law, and anti-propaganda law.’
The campaign is designed to ‘support the building of wide coalitions targeting the human rights situation in Russia’, organisers explain, and to ‘help prevent that the LGBTI community in Russia is further isolated and scapegoated’
The campaign is supported by Article 19, Russian LGBT Network, ILGA-Europe, Civil Rights Defenders, Freedom House, Front Line Defenders and UNITED for Intercultural Action.

World leaders: challenge Russia’s human rights abuses and clampdown on civil society at G20 meeting in St. Petersburg

Today, Russian and international human rights organisations launch the ‘Keep Hope Alive’ campaign asking world leaders to challenge Russia on the deteriorating human rights situation and escalating clamp down on civil society in the context of the G20 meeting taking place in St Petersburg on 5-6 September.
Since Putin’s return to the presidency in 2012, the Russian government has unleashed a crackdown on civil society, targeting in particular human rights defenders protecting the rights of minority groups. A series of discriminatory and restrictive laws have been introduced which significantly restrict civil society organisations and threatens their existence, such as the treason law, ‘foreign agent’ law, Dima Yakovlev law, and anti-propaganda law.
These legal restrictions are supplemented by harassment, intimidation of human rights defenders and civil society representatives casting them as ‘enemies’ of Russia and its ‘traditional values’.
As a result, these laws and policies fuel violence and discrimination against the most vulnerable minority groups in Russia, including immigrant workers, ethnic and religious minorities and LGBTI people. While ethnic, racial and religious minorities,  and immigrant workers with non-Slavic appearance have long been targets of neo-Nazi, ultra nationalist groups, with the introduction of new laws and accompanying public rhetoric  ‘demonising’ lesbian, gay, bisexual and trans identities,  LGBTI people (particularly youth) have increasingly become the new ‘bait’ for hate groups.
The situation has been criticised by virtually all major international organisations highlighting Russia’s violation of very basic international human rights obligations and democratic principles, but much more needs to be done to confront Russia. Therefore this campaign appeals to World leaders to speak up during the G20 meeting in St. Petersburg to challenge Russia to reverse this trend and to comply with its international human rights obligations.

Главы государств: на встрече “Группы двадцати” в Санкт-Петербурге потребуйте от России остановить нарушения прав человека и преследование гражданского общества

Сегодня российские и международные правозащитные организации запускают кампанию “Гори огонь надежды”: в рамках которой они призывают главы государств “Группы двадцати”  в рамках встречи в Санкт-Петербурге 5-6 сентября потребовать от России остановить нарушения прав человека и растущее преследование гражданского общества .
После возвращения Путина на пост президента в 2012 году, правительство России начало репрессии против гражданского общества, жертвами которых оказались в первую очередь активисты работающие в области защиты прав человека и прав меньшинств. Ряд недавно принятых открыто дискриминационных и ограничительных законов, среди которых законы об измене, об ‘иностранных агентах’, закон Димы Яковлева и о запрете ‘нетрадиционных сексуальных отношений’, существенно ограничивают работу организаций гражданского общества и ставят под угрозу само их существование.
Эти законодательные ограничения усугубляются преследованиями и запугиванием правозащитников и представителей гражданского общества, выставляя их как ‘врагов’ России и ее ‘традиционных ценностей’.
Прямым результатом принятия этих законов и соответствующей политики российского государства явлестя рост насилия и дискриминации в отношении наиболее уязвимых групп меньшинств в России, включая трудовых мигрантов, этнические и религиозные меньшинства, ЛГБТ сообщество. Этнические, расовые и религиозные меньшинства, а также рабочие-иммигранты неславянской внешности уже давно являются жертвами нападок неонацистских и  ультра националистических групп. С принятием новых законов, которое сопровождается общественными дебатами «демонизируюшими» образ лесбиянок, геев, бисексуалов и трансгендерных людей, ЛГБТ сообество (особенно молодежь) все чаще становятся новым “козлом отпущения” для экстремистких групп.
Сложившаяся ситуация была подвергнута критике практически всеми крупными международными организациями, которые неоднократно подчеркивают нарушение Россией своих международных обязательств в области соблюдения основных прав человека и демократических принципов.  Но многое еще предстоит сделать, чтобы противостоять нарушению прав в России. Поэтому эта кампания призывает главы государств«Группы двадцати»  поднять вопрос нарушения прав человека на встрече в Санкт-Петербурге и потребовать от России изменить эту негативную тенденцию и выполнять свои международные обязательства в области прав человека.
